Actually, European integration’s first common policy was in energy field in its establishment period. But, as time goes by its dependence to foreign energy resources like oil and natural gas have been increasing and has reached to 50 percent. In future, this dependency is expected to rise 70 percent. In order to effectively realize these aims, European Union is looking for partners in this field other than Russia. Here, one of the countries coming into the agenda is Turkey. European Union is regarded as one of the indispensible actors in today’s international politics. This is mostly because of its huge economic power. In order to be active foreign policy player, the European Union has created a seperate heading called as “ Common Foreign and Security Policy in Maastricht Treaty called as European Union Treaty. Areas within the concept of this policy are mostly around the Turkey such as Balkans, SouthCaucasia, Iran, Iraq, Lebanon, Afghanistan and so on.
